Berwick Waters Quarterly Update March 2023

Dear residents and community members,

As you know there are a wide range of infrastructure projects involved at Berwick Waters.

We’ve made good progress on some aspects and not as much progress as we’d like on others.

A number of activities are currently in planning so we can’t give a finite update on some of those but there are a number of pieces of good news.

Firstly, the Town Centre Stage 1 planning permit has been received by Mondous Property so the commencement of bulk earthworks is imminent.

Work continues on Frasers Property’s section of the new road connection – Honour Avenue from Macumba Drive to Soldiers Road.  We’ve constructed base layers of the road including a base layer of asphalt, installed drainage and have completed the gutters. We anticipate completion of this section by mid-2023.

Progressing works on the new road upgrade to connect Soldiers Road to Bells Road has been more difficult due to rainfall last winter and this site being one of the lowest in the community.  We’re still hopeful of completing this work before Christmas 2023, weather permitting.

Status as at September 2022

New road upgrade to connect Soldiers Road to Bells Road (Bells Road Extension)

Works have continued on the construction of a new section of road through our property running between Soldiers Rd (where it bends) and Bells Road (where it currently terminates at Thompsons Road).  Along with the road construction we are also installing sewer, water and gas assets.  This work is the construction activity currently occurring in the future Town Centre site.

We have completed bulk earthworks, sewer, gas and water installations and a significant drainage crossing under the new road.

We are three months behind schedule due to frequent rainfall last winter and spring but are still hopeful of completing this work before Christmas 2023, weather permitting.

The final 150 metres of this road still remains to be completed.  

Last week we responded to further questions from the Department of Environment, Land, Water and Planning (DELWP) on our final design and are awaiting further feedback.  If a permit is received these works could be completed by June 2023.

This part of the road is complex from an approvals process as it crosses the Victorian Desalination Pipeline. DELWP must give approval before work can begin around this sensitive piece of infrastructure. 

When completed ownership of the roads will be transferred to City of Casey Council.

Multiple stakeholders are responsible for various sections of these roadworks. The range of parties involved is due to land ownership boundaries and the separate planning permit requirements.

Work continues on FPA’s section.  We’ve constructed base layers of the road including a base layer of asphalt, installed drainage and have completed the gutters.

We anticipate completion of this section by mid-2023.

Mondous Property and Circa Estate are responsible for the other two final sections of the road that will connect back into Como Parade and Huckerby Drive/Soldiers Road.  .  We are aware Mondous has submitted its plans to Council but is yet to receive approvals.

We have no update at present on Circa’s planned completion for their component.

Upper Banks & Promenade Village and final Wetlands

There are three different wetland areas:  Upper Banks, Promenade Village and a third in a precinct still to be released.

At Upper Banks, we’re still awaiting City of Casey formal approval of our final landscape construction drawing package for the shared path network with seating and small fitness areas dotted along the first section of wetlands adjacent to Stages 1 and 3.   

We are also working through the tender process with contractors for plants at both Upper Banks and Promenade Village.

Bulk earthworks of the third and final wetland section is now likely to commence next month.

College Green Conservation Reserve

Together with our landscape architect we have developed a revised design proposal for Council to submit to Melbourne Water that we hope will resolve their competing interests.  We are awaiting the outcome and will seek the earliest possible works commencement date from our appointed contractor as soon as we’re successful.

Sporting ovals (located at Springleaf Avenue between Waterfront and Heritage Hill precincts)

 City of Casey

The City of Casey is continuing with their detailed design of the sporting ovals/sports courts in this location.  

They have advised that construction of these facilities is subject to future annual budget processes and competing infrastructure priorities.

Proposed primary school

There are two landowners of the primary school site. Mondous Property owns the smaller area, and the developer of Aspen on Clyde owns the remainder. 

While we are aware discussions have been continuing we have not been informed of any material progress since our last quarterly update from either Mondous or Aspen.

Final landscape construction documentation is expected to be submitted to the City of Casey in April.

A significant milestone for the Town Centre was reached in January with Council issuing a planning permit for phase 1. Bulk earthworks for the stage 1 Town Centre site are about to commence with civil and building design work continuing.
