Dear residents and community members,

Welcome to your mid-year project update for 2025.

The first half of the year has seen steady progress on many fronts across the community.

Following the completion of Frasers Property’s section of Honour Avenue in 2023, Mondous Property has now finalised construction of their part, with only final authority sign-offs remaining. Circa Estate’s section is still to come, with recent updates indicating works should take place between late this year and early 2026.

Our two new north-south road connections, Radiant Boulevard and Crosswater Boulevard, are also moving ahead. These important routes will improve access between Grices Road and Thompsons Road and remain on track for completion by the end of September.

Construction at the City of Casey’s sporting ovals on Springleaf Avenue continues to progress well since breaking ground last November. Once finished, this community hub will feature AFL and cricket ovals, netball courts, cricket nets, a playground, walking paths, public art, and a pavilion. The facilities are set to open for use this summer.

At the Waterside Centre, fit-out works have commenced on a new large health services tenancy that will bring radiology, pathology and related medical services to the community. Mondous Property is also working to secure additional tenants and will share updates as leases are finalised.

On the landscape amenity front, securing final access licences from Melbourne Water remains our focus for both the Upper Banks and Promenade Village wetlands, as well as College Green Conservation Reserve. While there is no firm date yet, recent discussions with Melbourne Water have been more productive, and we remain committed to progressing these important spaces.

It was fantastic to see so many of you at the opening of Tree Walk Park in April, with over 700 visitors joining the celebrations. This new space is already proving popular, and we hope you and your families are enjoying all it has to offer.

Who is responsible for delivery?
Status as at June 2025

New road connection – Honour Avenue from Macumba Drive to Soldiers Road

Frasers Property’s part of this new road connection was completed in July 2023, and Mondous Property has completed the construction of their section also with only final authority sign offs remaining which are expected to be finalised within 1-2 weeks.

The third and final section of the road is the responsibility of Circa Estate.

We have been advised by Council that Circa have now finalised their agreement with gas authority, APA, who need to recoat the nearby gas pipeline before Circa begins work.

We’re advised Circa’s early estimate for completion of their works is between Q4 this year and Q1 2026.

Radiant and Crosswater Boulevards

Work is continuing on these two new north/south access routes with completion still expected by Q3 this year.

Once complete Radiant Boulevard, through Stage 16, will allow a north-south connection between Grices Rd and Thompsons Rd, travelling on Riverstone Bvd, Radiant Bvd and Laker Bvd.

The completion of Crosswater Bvd through Stage 9 will also provide an additional north-south connection between Grices Rd and Thompsons Rd by travelling on Macumba Drive and Crosswater Bvd.

Upper Banks & Promenade Village and Emerald Bend wetlands

Unfortunately we don’t have anything concrete to report on our ongoing issue with receiving the access licences we need from Melbourne Water to begin work on the Upper Banks and Stage 14 wetlands, but we’ve had recent back and forth with Melbourne Water on both and we’re definitely making progress and remain very focussed on eliminating these obstacles to be able to conduct further works on these important assets.

College Green Conservation Reserve

The College Green Conservation Reserve is also awaiting a Melbourne Water access licence. Once again, we’ve made progress but the final access licence has not yet been received.. After receiving the licence we’ll ask our contractor for a delivery schedule to share with our customers.

Sporting ovals (located at Springleaf Avenue between Waterfront and Heritage Hill precincts)

City of Casey

As you may have seen, construction is well and truly underway on this important community facility. Works began in November last year with an expected completion date of the summer of 2026 for the two ovals (AFL and cricket), netball courts, community pavilion, cricket nets, walking paths, playground and public art.

The Waterside Centre (next to McDonalds)

A large radiology, pathology and related health services business has signed a lease and their extensive fit out works have commenced in the sub floor tenancy.

Mondous Property continue working with their leasing agent to finalise securing other new tenants to the Waterside Centre.

As new tenants sign up for leases we’ll update the community.

Mondous Island Wetlands

The pedestrian boardwalk along Berwick-Cranbourne Road and all of the remaining planned works within the wetland reserve have been tendered and an award to a landscape contractor is expected in the next 4 weeks.

These landscape works are expected to take 9-12 months to complete once underway.

The Town Centre

Civil works are progressing on this part of the site. The major scope within this is the construction of Churchill Boulevard (the main road running through the Town Centre precinct). Churchill Bvd will provide a connection from Honour Avenue to a set of traffic lights on the new section of Bells Rd opened in December.

Treewalk Park

The landmark Treewalk Park was completed and opened to the public in April.

Our opening event was attended by over 700 visitors which was an incredible turnout.
